Joyce Black Files as Candidate to Run for Mayor of Bay City,
Joyce Black, a native Bay City resident, announces intent to seek the position of Mayor.
Joyce is heavily involved in the community as a proud wife, daughter, parent, grand-parent, and great grand-parent. Her husband James H Smith Sr. is a Master Electrician who graduated from BCHS in 1970 and her 84 year old mother Mrs. China Mae Thompson has resided in Bay City since age 7. Joyce herself graduated from Hilliard High School in 1960.

Over the years Mrs. Black has owned several businesses grossing up to twenty million dollars per annum and employing up to 200 individuals at any given time. She has an extensive background as an entrepreneur and community/political activist, working with several presidents of the United States as surrogate speaker and heading up numerous community organizations. She currently heads NuBLAC Inc, Nu Beginnings Labor Action Committee a non- profit 501 (c)(3) organization focused on civil and human rights.

More recently her efforts have been focused at home.
In 2004 she established a Demolition/Cleaning company (South Side Boyz) for the purpose of providing unemployed African American men in Bay City an opportunity for respectable employment.
Over a 6 month period, NuBLAC sponsored the South Side Boyz and donated work to the City of Bay City resulting in various properties being mowed and cleaned while old and abandoned houses were demolitioned.

Joyce and her organization NuBLAC have also spent countless hours working with the community of Kendleton, Texas, in an effort to ascertain funds for their deteriorating water and sewer system.

In 2008, she submitted 09’Appropriations Requests for 15 million dollars to Congressman Ron Paul’s office, in hopes of establishing various programs in Bay City’s south side community. Although they were unable to gain the entire 15M requested, her NuBLAC Inc. organization did receive approval for a half million (500K) to establish a drug counseling program for residents of Bay City.
(Unfortunately the current City Administration Rejected the Funding)

Joyce aims to combine her political knowledge and business savvy to bring growth and ensure a better quality of life for our community. Improving the quality of work on streets, providing better public service, enhancing our town image, and encouraging businesses to establish their interest within our boundaries to increase job opportunities for qualified job seekers are all at the top of her agenda.

Her ability to communicate with Chiefs of Police, Judges, and court appointed Attorneys across the state and nation, has met with enormous success the for organizations clients. She hopes to bring successful and open communication to Bay City Administration.

Now continuing her efforts, Joyce donates much of her time addressing needs in the community. With more than six thousand hours of her time addressing complex problems for people throughout the nation in 2009, she has just gotten started.
